其最高原則是用戶的便利性。The

2.1. 用戶的便利性。Convenience of the user. 在對著錄以及用以檢索的名稱的受控形式作出抉擇時應該考慮到用戶。
2.2. 通用性。Common usage. 在著錄與檢索中使用的詞彙應與大多數用戶所用的詞彙相一致。
2.3. 表達性。Representation. 著錄以及名稱的受控形式應按實體描述其本身的方式來確定。( 就算圖書館員發現書的錯誤也不能直接修改，要用方括弧來註解)
2.4. 準確性。Accuracy. 應如實描述被著錄的實體。
2.5. 充分性與必備性。Sufficiency and necessity. 只應包含那些在著錄以及用以檢索的名稱的受控形式中對完成用戶任務所必需
的，以及對唯一識別某一實體所必不可缺的數據單元。
2.6. 有意義。Significance. 數據單元應具有目錄學意義。
2.7. 經濟性。Economy. 當達到某一目標存在多種途徑時，應選擇整體經濟性昀佳的途徑（即費用昀少或方法昀簡單）
2.8. 一致性與標準化。Consistency and standardization. 應盡可能實現著錄與確立檢索點工作的標準化。這樣能夠取得更大的一致性，從而提高共享書目數據與規範數據的能力。
2.9. 集成化。Integration. 各類文獻的著錄以及各類實體名稱的受控形式應在適用範圍內基於一套共同的規則。

心得
今天一進教室，就發現老師在發考卷，迅速找位子坐下後，專注的凝聽自己的名字，拿到考卷的那一刻。期中考卷，考試的分數有人很低，只有個位數，有人很高，四個題目都十分，少見。在大學的課程，老師所說的是否能夠理解、預習、複習，上課專心聽講，真的不懂…很低的，再找老師(?覺得自己很低的，先去找朋友看看，有問題，再說。並講一些研討會的東西、細細檢討期中考卷。
